Due to the fact that both deadlines fell on weekends, a 2019 return is still considered timely for purposes under the notice. A 2020 return, however, will be considered timely if it is filed before August 3, 2020. A 2020 report will be considered timely if it is filed by the due date of August 2, 2021. The notice gives details about the information returns which are eligible for relief.

People who receive payments by direct deposit got their first payment on July 15, 2021. After that, payments continue to go out on the 15th of every month. (In August the payment went out on August 13th since the 15th falls on a weekend.) If you haven’t provided the IRS with your bank account information on a recent tax return, a check will be sent out to you around the same time to the address the IRS has for you.

The large increase in accepted offers for Fresh Start tax relief, and the IRS’ leniency for approving cases, was due primarily to the COVID-19 pandemic, which resulted in financial hardship for millions of Americans.However, plenty of taxpayers are still experiencing financial hardships in 2021, especially students, parents, and small-business owners. Tax experts predict that the IRS Fresh Start Program qualifications could remain loose for a little while longer, but it is unlikely the IRS will continue to relax their strict application requirements for an extended period of time. The best way to know if you qualify for tax debt relief in 2021 is to check your eligibility as soon as possible for the 2021 IRS Fresh Start Initiative Program.

The American Rescue Plan increased the Child Tax Credit from $2,000 per child to $3,000 per child for children over the age of six and from $2,000 to $3,600 for children under the age of six, and raised the age limit from 16 to 17. If you're unable to accept an IRS offer, the IRS will write you a reason. The IRS will typically reject compromise offers for any of these reasons.
You can formally appeal a rejected offer in compromise, or you can call the person who signed the letter and try to get them to change their mind. Often, instead of forwarding appeals to the Appeals Office, the IRS will reconsider your offer and engage in further negotiation.

The notice only states which penalties are eligible for relief. Other penalties such as the failure-to-pay penalty are not eligible.
