These two options are likely to be more beneficial than an OIC. They don't have to require you to sell any assets or borrow against them in order to pay. You do not have to sell any of your assets or borrow from them if there are financial difficulties. For taxpayers, partial payments installment agreements and CNC status are more realistic.
The IRS Fresh Start initiative might sound great, but you might not know if you are eligible for any tax relief.
Eligible families, including families in Puerto Rico, who don't owe taxes to the IRS can claim the credit through April 15, 2025, by filing a federal tax return—even if they don't normally file and have little or no income.

Such activity includes bank levies, wage garnishments, tax liens, and threatening letters from the IRS. Currently Non-Collectible Status allows a taxpayer to find Fresh Start tax relief in peace, without the IRS coming after them.To qualify for Currently Non-Collectible Status, you will need to meet the IRS Fresh Start Program qualifications, which we discuss in more detail below. We highly recommend that you consult with a tax professional before requesting this status from the IRS. Should you try to apply for the IRS Fresh Start Initiative Program on your own, the IRS will attempt to get you to agree to terms that are more favorable for them.Additionally, once the time period of your Currently Non-Collectible Status ends, the IRS will begin again in their efforts to collect on payments, and those phone calls and letters threatening penalties will continue. A tax relief company can help you stay in Currently Non-Collectible Status for as long as possible, and can help you develop a strategy for when you leave Non-Collectible Status.

Penalty Abatement refers to the IRS's term for reducing or wiping out a penalty. Penalty Abatement is a type of tax relief called Fresh Start. The IRS will not apply Penalty Abatement unless there is a good reason. Penalty Abatement can be requested at any level of IRS collections. This includes visiting a federal IRS campus or through an automated collection system. You also have the option to speak with staff at local IRS offices. A local IRS office cannot grant Penalty Abatements of more than $100. The Penalty Abatement request is free.

Two upfront fees are required when you submit an OIC request to the IRS. These are the $205 user fee, and partial payment of the offer amount. You will need to have the ability to pay some OIC fees if you are not a low-income taxpayer. Even if you are not eligible for OIC, the IRS will not refund any upfront payments.
