An IRS Fresh Start Offer in Compromise (or OIC), is an agreement that allows taxpayers resolve tax debts for less than their full amount. It is the best Fresh Start tax relief possible through the Fresh Start Initiative. While an Offer in Compromise is the best way to reduce tax debt through the Fresh Start Program, it does have some limitations. This option is reserved for taxpayers who have difficulty paying their federal tax bills. The OIC program is very strict and not everyone who owes the IRS thousands of dollars will be eligible. With a certified tax relief firm on your side, your chances for obtaining an Offer In Compromise will increase dramatically. Tax experts are skilled in understanding the IRS Fresh Start Program qualifications and will not allow the IRS to pressure or trick you into a less than ideal solution. For more information on how to avoid tax relief scams, please see our "How to Avoid'' section. This will help you to stay clear of fraudulent tax resolution firms when searching for professional tax relief representation. These companies will promise you an OIC but without first analyzing your tax situation and preparing all necessary forms for the IRS. Only the IRS can accept an Offer in Compromise. The right tax relief company should be transparent about the process, have experience in negotiating and getting results on behalf of their clients and will focus their strategies on you and your financial requirements.
Nearly all families with kids qualify. Some income limitations apply. For example, only couples making less than $150,000 and single parents (also called Head of Household) making less than $112,500 will qualify for the additional 2021 Child Tax Credit amounts. Families with high incomes may receive a smaller credit or may not qualify for any credit at all. For more detail on the phase-outs for higher income families, see “How much will I receive in Child Tax Credit payments?”
By claiming the Child Tax Credit (CTC), you can reduce the amount of money you owe on your federal taxes. The amount of credit you receive is based on your income and the number of qualifying children you are claiming.
The IRS Fresh Start Program could be of benefit to you, if you're a taxpayer who is happy to repay your debts in a series with a direct payments structure. This agreement allows individuals with tax liabilities to pay down their taxes in smaller installments and more easily over time.
It's not nearly as bad as it used to be. In 2012, the IRS's Fresh Start Initiative was extended. OIC acceptance rates have risen significantly from their range of 25-30% in 2012.

Effective Tax Administration (or ETA) offers may apply where the taxpayer is ineligible for an offer in compromise based on either a theory of Doubt as to Liability or Doubt as to Collectability. The taxpayer must establish that collecting on the tax liability would cause economic hardship, or - in the alternative - "where compelling public policy or equity considerations identified by the taxpayer provide a sufficient basis for accepting less than full payment."
Most eligible people already received their Economic Impact Payments. People who are missing stimulus payments should review the information on the Recovery Rebate Credit page to determine their eligibility to claim the credit for tax year 2020 or 2021.

If you will not be eligible to claim the Child Tax Credit on your 2021 return (the one due in April of 2022), then you should go to the IRS website to opt out of receiving monthly payments using the Child Tax Credit Update Portal. Receiving monthly payments now could mean that you have to return those payments when you file your tax return next year. If things change again and you are entitled to the Child Tax Credit for 2021, you can claim the full amount on your tax return when you file next year.
A debt consolidation loan can be one that covers multiple creditors. Although this is an effective way to pay off debts, there are some downsides.
Only qualified individuals can get tax relief through the federal Fresh Start Program. To be eligible for the IRS Fresh Start Initiative, you must show that paying your taxes would cause substantial financial hardship. You will be able to choose the type of Fresh Start program that suits your needs based on the extent of your financial hardship. The IRS has guidelines that define what constitutes a "financial hardship", but you as the taxpayer or the tax relief agency hired to represent you have full responsibility for proving the hardship.
Currently Non-Collectible status is not a Fresh Start tax program like the others. It's a status and not a form for tax relief. If the taxpayer is unable to pay their taxes, the IRS may place them in Currently Non Collectible Status. This status does not automatically remove tax debt but it does stop collection activities. This includes wage garnishments, bank levies and tax liens. The Currently Non-Collectible status allows taxpayers to receive Fresh Start tax relief in peace without the IRS following them. You must meet the IRS Fresh Start Program requirements to be eligible for Currently Not-Collectible Status. We discuss these qualifications below. Before requesting the status from the IRS, it is a good idea to consult a tax professional. The IRS will try to convince you to accept terms that are better for you if you apply for the IRS Fresh Start Initiative Program by yourself. The IRS will resume collecting on your payments once the Currently Non-Collectible status ends. They will also continue to send letters and phone calls threatening penalties. Tax relief companies can help you maintain your Currently Non-Collectible Status as long as you can and help you plan for when you will leave Non-Collectible Status.
